What it means

An offer or a raise would commit more than the department has left this year. Nothing was signed.

Common causes

• An earlier offer still holds budget. An offer reserves its whole rate until it is accepted, withdrawn or lapses.
• The rate has a typo: /month is multiplied by 12.
• The Owners lowered the budget since the last offer.

Fix it

1. See what is committed: capxul org department show <department>.
2. If an unaccepted offer is wrong, withdraw it: capxul org agreement withdraw <agreement>.
3. Otherwise, ask an Owner to raise the budget: capxul org department budget set <department> <amount>/year. That is a proposal.
