What it means

One person cannot hold these two roles together.

Common causes

• A department holder cannot also manage budgets, because each role checks the other.

Fix it

1. Give one of the roles to another person.

In JSON and the SDK

With --json, the CLI prints:

In the SDK, a failed result has result.error.code === "ROLE_CONFLICT". Branch on the code, not on the message: the message is written for people and can change.
