What it means

The wallet declined to sign.

Common causes

You, or the wallet, refused the signature request.

Fix it

Run the command again and approve the request. Nothing was submitted.

In JSON and the SDK

With --json, the CLI prints:

In the SDK, a failed result has result.error.code === "SIGNER_REJECTED". Branch on the code, not on the message: the message is written for people and can change.
